Supplementary and preventive social assistance

Adult social work

Applications for social assistance should be addressed to the Social Insurance Institution of Finland (Kela), which decides whether the client is eligible for basic social assistance. Wellbeing services counties are responsible for granting supplementary and preventive social assistance.

Kela has the obligation to transfer the application to the wellbeing services county if your application includes other expenses than those covered by the basic amount or other basic expenses. You must also hav…e requested a transfer either when you submitted the application for social assistance or when you received Kela's decision.

The wellbeing services county decides whether you, as a recipient of basic social assistance, are eligible for supplementary or preventive social assistance.

You may also apply for supplementary and preventive social assistance directly from the wellbeing services county if you have already been granted basic social assistance by Kela for the same period of time.

Supplementary social assistance

Wellbeing services counties may grant supplementary social assistance on a discretionary basis for expenses arising from the special needs or circumstances of a person or family that are considered necessary to secure their income or promote their independent coping.

Special needs or circumstances can include long-term receipt of social assistance, a long-term or serious illness, special needs related to children's leisure activities and hobbies, or other comparable circumstances or needs.

Preventive social assistance

As a client of social work, you can apply for preventive social assistance. The assistance is discretionary and follows a social work plan, which is made together with you.

Prerequisites

How to apply for supplementary or preventive social assistance

1. First, apply for basic social assistance from Kela.

If you want, you can inform Kela in your application that you also wish to apply for supplementary or preventive social assistance from the wellbeing services county.

2. Apply for supplementary or preventive social assistance either in Maisa or by filling a form at a service point.

Fill in the application carefully. Describe the purpose for which you are applying for supplementary or preventive social assistance and justify your application.

3. Include in your application any relevant documentation related to the need for assistance, such as invoices and receipts for purchases or services for which you are requesting assistance.

If you are unsure which documents you should attach to your application, please contact the counselling service on supplementary social assistance.

4. We will make a decision within seven working days if you have attached all the necessary documents to your application. The decision will be sent to your home address, and you can also see it in Maisa.
